The Nelson Memo is a 2022 memo from the US Office of Science and Technology. This memo sets out the requirement for US federally-funded research – any research or data emerging from federally-funded work must be made immediately available to everyone without embargo. The memo does acknowledge the need for caution as it relates to privacy and confidentiality – and we suggest also reviewing CARE principles to protect peoples and communities.
